2016 Annual Meeting of the District

The LSDC is holding the 2016 Annual Meeting of the Voters of the District on Wednesday May 25th at 6:30PM at our office at 18 Prescott Street.

The Annual Meeting is open to all members of the public but only registered voters that reside within the boundaries of the Lancaster Sewer District can vote on District Articles put forth for consideration.

Voters will receive a report on the District, approve the annual budget, and vote for elected officials.

Voters will be asked to elect a Moderator to serve a one year term, a Treasurer to serve a one year term, and a Commissioner to serve a three year term.

Candidates for Moderator must be residents of the District and are responsible for conducting the Annual Meeting of the District Voters and any other Special Meeting of the District Voters in accordance with standard rules of order for public meetings.  This is an unpaid position.

Candidates for Treasurer do not have to be residents of the District but cannot also be an elected Commissioner.  The Treasurer is responsible for maintaining the District financial records, the administration of funds, the development and proposal of the annual budget, and for the annual audit.  The Treasurer is paid a monthly stipend for these duties plus a stipend for meeting attendance.

Candidates for Commissioner must be residents of the District and are responsible for participating in twice-monthly Commission meetings to set policy and goals and for general oversight of District operations.  Commissioners are paid a monthly stipend for meeting attendance.

To the constable and the Board of Selectman, Town of Lancaster, in the county of Worcester, Commonwealth of Massachusetts.

Greetings:

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the said Lancaster Sewer District, qualified to vote in the elections of the Town affairs, to meet at the Lancaster Sewer District Office, 18 Prescott Street in Lancaster, on the evening of the 25th of May, 2016 at 6:30 PM, and then and there act on the following articles:

Article 1:     To see if the District will elect a Moderator to serve for a period of one (1) year

Article 2:     To receive the Report from the Treasurer of the Lancaster Sewer District and/or take any action in relation thereto.

Article 3:     To receive from the Treasurer of the Lancaster Sewer District the proposed budget for the district for the period of July 1, 2016 to June 30, 2017 and take any action in relation hereto.

Article 4:     To see if the District will vote to raise and appropriate or take from available funds, $xxxxxxx, for the July 1, 2016 to June 30, 2017 budget and take any action in relation hereto.

Article 5:     To see if the district will authorize the Treasurer, with approval of The Lancaster Sewer District Commissioners, to borrow in anticipation of revenue for the Twelve (12) month period beginning July 1, 2016, in accordance with the General Laws of Massachusetts, Chapter 44, Section 4, and acts and amendment thereof, and including in addition thereto, Chapter 841, of the acts of 1969, as amended and to renew any note or notes, in accordance with the General Laws of Massachusetts, Chapter 44, Section 17, and take any action in relation hereto.

Article 6:     To see if the district will vote by ballot to elect one (1) Sewer Commissioner, who shall be a citizen of the district, to hold office for a Three (3) year term.

Article 7:     To see if the district will vote by ballot to elect one (1) Treasurer, to hold office for a One (1) year term.
