From time to time the LSDC will initiate a capital improvement project or major engineering initiative to further the goal of improving the services provided to our members.  These projects are generally commenced by the LSDC after careful study and planning has resulted in the determination that a project will fill a need of the District. 

A project can be proposed from within the LSDC or by members of the District who petition the Commission for a project. Once the Commission is satisfied that a project has merit it is put forth for a vote by the members of the District. Once funds are approved, the LSDC appropriates funding and begins the project.

The size and scope of a project determines the length of time and costs needed to complete the project. Generally, sewer expansion projects are more lengthy due to the complexity of the engineering and associated permitting required. The costs of these projects are typically offset by a bond issuance by the LSDC which is payable over twenty years. The costs of the bond is then frequently capitalized as part of the sewer usage fee or by a special betterment.

In addition to projects being done by the Commission, there are sometimes projects being done in the District by private developers and contractors. Usually these projects involve extending the Commission's collection system or upgrading components to accommodate developments. These projects are inspected by an Inspecting Engineer working for the Commission. The Inspecting Engineer confirms that the modification to the Commission's System is being done correctly and meets the standards set forth in the Rules and Regulations of the District. It should be noted that the Commission has little or no control over the schedule of construction, road closings, hookups, etc. of these private projects and that there is no financial cost to members of the District associated with these projects.
